Tropical Storm Francine formed in the Gulf of Mexico and is expected to make landfall in Louisiana as a hurricane on Wednesday night. The National Hurricane Center warned of a potentially life-threatening storm surge and hurricane force winds along the Gulf Coast. In Southern California, the Line Fire burned over 20,000 acres and forced several communities to evacuate. It’s only three-percent contained and some 36,000 structures are currently at risk. The first presidential debate between Vice President Kamala Harris and former President Donald Trump is set for tomorrow in Philadelphia. It begins at 9 p.m. Eastern Time on ABC News.
