Haiti Declares Nationwide State of Emergency on Eve of Blinken’s Visit

Haiti has expanded its state of emergency to cover the entire country, as its army and police try to regain control from violent gangs. The Wednesday announcement was made 24 hours before a visit by U.S. Secretary of State Antony Blinken. A spokesman for interim prime minister Garry Conille—who was appointed by a transitional council in May, following the ouster of Ariel Henry—said the state of emergency will give the army and national police powers to tackle gangs who have taken advantage of widespread anarchy. Haiti is divided into 10 provinces, known as departments.
