Implementing VAT on private school fees could lead parents of children with special needs to seek public funds to cover increased costs, adding financial pressure on local authorities, a think tank has said. Labour’s manifesto said ending the VAT exemption and business rates relief would generate revenue of £1.51 billion, which the party said it would invest into state schools. During the election campaign, Sir Keir Starmer said children with special educational needs and disabilities (SEND) who have an education, health, and care plan (EHCP) will be exempt.
