Overhaul Secret Courts Used in Licence Fee and Speeding Offences, Say Magistrates

Prosecution of the least serious offences, such as for speeding and TV licence fee evasion, must not be held behind closed doors to avoid a “fast-track” process, the Magistrates’ Association has said. Leaders of 13,000 justices of the peace in England and Wales have published a number of recommendations calling for the reform of the Single Justice Procedure (SJP). An SJP hearing involves one magistrate sitting alone, assisted by a legal adviser. It deals with lower-level offence cases, from transport fare evasion to driving without car insurance.
