
Campaigner Warns of Two-Tier Market in Leasehold System

A campaigner has warned of a “two-tier market” among leasehold properties as the government’s plan to abolish ground rents remains missing in its flagship bill. Harry Scoffin, founder of the campaign group Free Leaseholders, said some leaseholders are paying hundreds or thousands in ground rents, in an interview with NTD’s “British Thought Leaders” programme on March 21. It comes as the House of Lords is set to have its first debate on the Leasehold and Freehold Reform Bill on Wednesday. Housing Secretary Michael Gove’s plan to scrap or cap ground rents for existing leases is still missing from the bill, reportedly because of resistance from the Treasury and Downing Street....
