
‘Five Levels of Executives’: Excess Management Driving Up Federal Spending, PBO Says

Federal employees routinely answer to seven different levels of management, adding to an increased level of government spending, according to Parliamentary Budget Officer Yves Giroux. The federal payroll came in at more than $67 billion in 2022-23, and spending on personnel in the first eight months of 2023-24 is up 6.6 percent over the same period last year, according to a report Mr. Giroux presented to the Government Operations and Estimates committee.
