MAR-A-LAGO, Fla.—Tulsi Gabbard, a former Democrat congresswoman who is now considered a possible Republican vice-presidential pick, is tackling a mission ahead of the November general election. “I love our country, deeply. I don’t hold office; I’m not here to campaign or ask for votes.
