U.S. Rep. Adam Schiff placed first in California’s all-party primary shortly before midnight on Super Tuesday. With multiple contestants vying for the second spot in the top-two primary, Republican Steve Garvey appeared poised to go on to face Mr. Schiff in the general election. Mr. Schiff and Mr. Garvey topped the list for both the special primary to complete the unexpired term of the late Sen. Diane Feinstein (D-Calif.) and the regular primary for the next term for the same seat, which starts in January 2025.  Should Mr. Garvey hold on to second place, he and Mr. Schiff will face off in November....
