Liberals Setting Up New Commission to Police Content as Part of Online Harms Bill

The Liberal government’s newly tabled online harms legislation includes the requirement to create a new regulator to hold online platforms accountable for content deemed harmful. According to a technical briefing released by the Department of Justice on Feb. 26, Bill C-63 seeks to reduce Canadians’ exposure to “harmful content,” launch special protections for children, and make online services like social media companies “accountable for and transparent about how they are reducing exposure to harmful content.” A Digital Safety Commission will be created, which will be made up of five members appointed by the Governor in Council acting on advice given by federal cabinet. The members will enforce rules to hold companies accountable and order the removal of content that sexually victimizes a child or revictimizes a survivor, or shows intimate content without consent.
